32 Bit Setup Launcher

Im trying to install an old game and when i click the setup launcher i get an hour glass for 10 sec then goes away. If i look in my task manager i see 32-bit setup launcher in the processes tab.

What may be causing the install shield to not come up?I would contact the company that made the game but they are no longer around. I would contact install shield but they said to contact the original manufacture for support.The game is Janes F/A-18 and through my reaserch i have found that people have got it to run on vista.
